태국민간항공국 공지사항
항공기 태국 입국 허가 조건

태국민간항공국은 국내 코로나바이러스감염증-19(COVID-19) 확산세의 급증을 막고 위급한 상황을 빠르게 종식시키고자 불력 2563(2020년) 4월 3일부터 태국으로 비행하는 운송항공기의 입국을 일시적으로 금지하였습니다. 

현재, 코로나 확산세는 해외에서 여전히 심각한 상황이며, 이에 따라 국내 감염병의 2차 확산을 효율적으로 예방, 관리하기 위해 감염병 관리 담당자의 선별 여력을 뒷받침하는 태국으로의 입국 제한 조치를 마련하였습니다.
 
불력 2497(1954년) 제정된 태국항공운항법 제 27조와 제 28조에 따라, 태국민간항공국 국장은 항공기의 태국 영공 통과, 입.출국 및 이.착륙의 제한적 허가 조건을 아래와 같이 공지합니다.

1. 아래에 해당하는 항공기는 태국민간항공국으로부터 허가를 받은 경우에 한하여 태국 영공 통과, 태국 입.출국 및 국제공항 이.착륙이 가능합니다.

(1) 공무 및 군용 항공기(State or Military aircraft)
(2) 비상 착륙(Emergency landing)
(3) 승객이 하차하지 않는 기술적인 결함으로 인한 착륙(Technical landing)
(4) 코로나바이러스감염증-19(COVID-19)의 인도주의적 원조, 의료 및 구호물품 수송기|(Humanitarian aid, medical and relief flights)
(5) 본국 송환 항공기(Repatriation)
(6) 화물항공기(Cargo aircraft)

2. 여객기의 태국 영공 통과, 태국 입.출국 및 국제공항 이.착륙의 경우, 탑승객이 아래 범주에 해당하는 경우에만 태국민간항공국의 허가를 받을 수 있습니다.

(1) 태국 국적자
(2) 총리 및 응급 상황 관리 당국 대표자의 입국 허가 또는 초청을 받은 예외적 입국 대상자(입국 조건 및 체류 기한 있을 수 있음)
(3) 태국인의 배우자, 부모 또는 자녀
(4) 태국 내 영주권 또는 영주권 발급허가서 소지자
(5) 태국 내 워크퍼밋 소지자 또는 노동 허가를 받은 자 및 배우자와 자녀
(6) 화물 운송자(운송 완료 후 즉시 출국)
(7) 조종사 및 승무원으로서 업무상 태국 입국이 요구되며, 명확한 출국일정이 있는 자
(8) 태국 당국 승인 교육기관 학생 및 학생의 부모 또는 보호자
(9) 태국에서 의료 치료가 필요한 외국인과 보호자(단, 코로나-19 치료는 해당되지 않음)
(10) 태국 외교부로부터 승인받은 외교 업무, 영사 업무, 국제기구, 정부대표, 외국 정부 기관 업무 종사자와 그들의 배우자, 부모 및 자녀
(11) 해외국가와의 특별 합의(special arrangement)에 의해 입국이 허가된 외국인

3. 감염병 예방 및 검역 담당자, 격리시설 수용 여력에 따라 태국 정부가 입국자의 인원 수를 관리할 수 있도록 2.에 의거, 태국 입국이 승인된 항공기 및 탑승 승객은 태국 이민법, 감염병법, 항공·항해법 및 긴급상황 비상 강제 법령에 따른 모든 조건과 체류 기한을 준수해야 합니다.

The Notification on Conditions for International Flight Permit to Thailand

In reference to the previous notifications of the Civil Aviation Authority of Thailand issued since 3 April 2020 imposing temporary ban on all international flights entering Thailand for the prevention and control of the Coronavirus Disease (COVID – 19) Pandemic,

As the present situation of COVID–19 in many foreign countries remains severe, it is necessary to impose measures to restrict the travel to the Kingdom of Thailand in accordance with the screening capability of the competent officers or the communicable disease control officers in order to efficiently control and prevent the new epidemic in the Kingdom.

By virtue of Section 27 and 28 of the Air Navigation Act B.E. 2497, the Director General of the Civil Aviation Authority of Thailand hereby issues the notification on the conditions for permitting aircrafts to fly over, fly into or out of, and take off or land in the Kingdom as follows:

1. The following aircraft will be allowed to fly over, fly into or out of, and take off from or land at an international airport in the Kingdom when permit is given by the Civil Aviation Authority of Thailand:

(1) State or military aircraft
(2) Emergency landing flights
(3) Technical landing flights without disembarkation
(4) Humanitarian aid, medical and relief flights
(5) Repatriation flights
(6) Cargo flights

2  Permit for passenger aircraft will be given by the Civil Aviation Authority of Thailand for flying over, flying into or out of, and taking off or landing at an international airport in the Kingdom only if the passengers or persons on board are one of the following categories:

(1) Thai nationals
(2) Persons with exemption or persons being considered, permitted or invited by the Prime Minister, or the head of responsible persons accountable for resolving state of emergency issues to enter the Kingdom, as necessary. Such consideration, permission or invitation may be subject to specified conditions and time limits.
(3) Non-Thai nationals who are a spouse, parents, or children of a Thai national.
(4) Non-Thai nationals who hold a valid certificate of residence, or permission to take up residence in the Kingdom
(5) Non-Thai nationals who hold a valid work permit or are allowed to work in the Kingdom, including their spouse or children.
(6) Carriers of necessary goods, subject to immediate return after completion.
(7) Crew members who are required to travel into the Kingdom on a mission, and have a specified date and time for return.
(8) Non-Thai nationals who are students of educational institutions approved by Thai authorities, including the parents or guardians of the students.
(9) Non-Thai nationals who are in need of medical treatment in Thailand, and their attendants. However, this shall not include medical treatment for COVID–19.
(10) Individuals in diplomatic missions, consular affairs, international organizations, government representatives, foreign government agencies working in Thailand, or individual in other international agencies as permitted by the Ministry of Foreign Affairs, including their spouse, parents, or children.
(11) Non-Thai nationals who are permitted to enter the Kingdom under a special arrangement with a foreign country.

3. Aircraft and passengers or persons entering the Kingdom under No.2 must comply with the conditions, time limits and rules of the authorized persons under the Thai immigration law, communicable diseases law, air navigation law, and the Emergency Decree on Public Administration in Emergency Situation in force, for prevention of the disease and the organization of the number of persons entering Thailand in accordance with the screening capability of the competent officers or the communicable disease control officers, and the arrangement of quarantine facilities.

This notification shall be effective from 1 July B.E. 2563 (2020), 00:01 Thailand local time onwards.
